Today I heard and even read out there that nature has taught in Santiago del Estero, in reference to the issue of flooding in the basins of the Rios Dulce y Salado.
I have another view, nature is not to blame, we have settled in places that have a recurring phenomena. Santiago del Estero is called the estuary by this, the great swamps, flooded low rivers that they develop in their dynamics to shed the excess flow when the channel carrying capacity lost during times of flooding. 
All rivers extensive plains on sedimentary materials, they do. The man must learn to use these terms in their favor, and live with them if you want to live there, not trying to change the nature because it leaves more and worse.
